Because most modern panels cannot be reached from behind. Bonded structures, foam-filled cavities and trim that does not come off leave the outside as the only access, and a glued tab is how you get a grip on it.

The glue used in these kits is designed to release with the supplied remover or with heat. What lifts paint is pulling on paint that was already compromised — a chip or a crack in the dent is the warning sign.
Too cold and the glue does not bond; too warm and it never sets. A cold garage in winter is the single most common reason these kits are returned as faulty when they are not.
